In the Application Log, I have noticed that two instances of the error message:
Intel(R) Dynamic Platform and Thermal Framework : ESIF(8.1.10605.221) TYPE: ERROR FUNC: rsrc_file_extract_resource_file FILE: rsrc_file.c LINE: 384 TIME: 112353 ms
Error: Unable to create resource file.
occurs prior to every Windows 10 Freeze.
This error message has a source code file: 'rsrc_file.c' and line number: Line 384.
This error may be an interaction of a driver with the Intel(R) Dynamic Platform and Thermal Framework drivers - but may be a place to look.
Time permitting, I will try to setup a Design of Experiments (DOE) with a response being: does Windows 10 freeze? This really seems to have all of the symptoms of an interaction of two or more factors. In other words, Windows 10 is not freezing due to a single factor, but the combination of two or more factors. DOE might be a way to crack this.
I have tried all of the suggestions around power management and still get the problem.
One question is: Does the Intel(R) Dynamic Platform and Thermal Framework apply to a certain group of processors? If so, does the freeze only occur on PCs with these processors?
Other factors may be SSD, Power Management, Display Driver Sets.
Windows describes a ‘Power Plan‘ as a collection of hardware and system settings that manage how your computer uses power. The plan, to a great extent, helps your system save energy, maximize its performance, or balance the two.
We have already seen how to manage Windows Power plans using Command Line, the pro’s and con’s of the different Power Plans and how to troubleshoot Power Plans in Windows operating system. Today, we will show you how to change Power Plan, Settings & Options in Windows 10/8/7 and create a Custom Power Plan.
Change Power Plan in Windows 10
To start, click on the battery icon visible on the taskbar of your Windows computer screen and choose ‘More power options‘.
The ‘More Power Options’ screen opens and from there you can select from the three predefined plans – Balanced, Power saver, or High performance, and change their plan settings by clicking on the ‘Change Plan Settings‘ link. The last one i.e. High-performance plan option remains hidden. you need to click on the drop-down arrow adjacent to ‘show additional plans’ to access it.
Now, you can change the settings of the selected Power Plan (Power Saver). Here, you can also change the SLEEP and DISPLAY power-plan settings. For instance, you can set the time for turning off the display, decide the time to put the computer to sleep, and so on.
If you want, you can change the advanced power settings too. To do this, click on ‘Change advanced power settings‘ link. Check the screen shot above.
Then, click on the ‘Change settings that are currently unavailable link‘. This option allows you to fine-tune several power plan settings. Make the changes as per your requirements.

Create Custom Power Plan
If you wish, you can also create a Custom Plan. However, for this, you need to go back to step 2 to access ‘More Power Options’ screen. There in the left-pane, you can find the option – Create a Power Plan.
Click on the option to go to the Create a power plan window. There you can give your power plan a name and click ‘Next’.
In the next screen you can choose the Sleep and the Display Settings you want to use and click the Create button.
That’s it!
You will now be able to see your custom power plan under the Preferred Plans list.

By default, Windows sets the following levels as defaults during a low battery stage:
When your battery reaches a Low level, it will display a notification and execute a pre-set action.

To change the Critical and Low Level action for the battery for any Power Plan, you will have to open Power Options in the Control Panel > Change Plan Settings > Change Advanced Power Settings. In the box which opens, navigate down to the last item, ie Battery.
Here for each plan, you can configure and set WHAT your Windows should do, after its battery level drops below certain levels. The options for “while On Battery and “while Plugged In” are:
Low battery action: Do nothing, Sleep, Hibernate, Shutdown
Critical battery action: Sleep, Hibernate, Shutdown
The default for the first is Do nothing and for the second one is Hibernate. You can change it to suit your requirements.
You can also create a laptop battery full charge notification.

Intel Dynamic Platform and Thermal Framework Settings are for managing power to the CPU vs temperature. Keeping CPU temperature down while still delivering adequate performance is its purpose. In Power Management Settings, there is a category for 'Intel Dynamic Platform and Thermal Framework Settings', with sub categories:'Power Limit' with 'Level 1-5' as options (1 being the lowest amount of power & 5 the highest), and'Acoustic Limit' with 'Level 1-5' as options. (1 being the slowest fan speed & 5 the highest).
This allows you to control CPU power/performance & fan speeds for better consistency during gaming or other heavy loads.
